Manekshaw’s final notice to Niazi to surrender

Samir Kanti Barua

Today is the 15th December in the month of victory in the liberation war of Bangladesh just one day ahead of the final victory against vicious Pakistani occupation forces
In Dhaka, meanwhile excitement and tension, already high , were mounting to a super pitch . Niazi’s gestures on the morning of 15th to everyone in Dhaka know that Indian forces were about to enter into the city. Would Niazi bow to the inevitable or would he honour his promise to fight to the last? The latter course would entail a further massive cost in lives to a populace. Which has already suffered almost beyond      belief .
Field Marshal Manekshaw, after Niazi  said that a ceasefire was unacceptable , again urged to surrender and ordered a halt of the bombing of Dhaka between 5:00 pm to on the afternoon of 15th December and (in the absence of further agreement ) 9:00 am in the morning .
In the intercontinental hotel , scene of so much vivid Bangladesh reporting the previous March , there was an air of last moment apprehension . Among other occupants of the hotel were the Governor   Malik, members of his former cabinet and their families .
The emotional manifestation of apprehensions by some of the wives did not detract from the theatrical aspects of the moment . Some reporters speculated whether despite the horrors of the past nine months , the people of east Pakistan were really committed to the concept of a sovereign Bangladesh.
In response , General Manekshaw message further sated “ Immediately I receive a positive response from you I shall direct Gen. Aurora , Chief of Indian and Bangladesh forces on the eastern front to refrain from all air and ground action against your force – The Daily Telegraph , December ,16, 71.
The sky was full of Indian fighter-bombers blasting at targets in the city where it was thought Niazi might have moved his headquarters. One diplomat who spoke to him this morning said he was near breaking point.  Perhaps this what the Indian Air force is after
The Indian army chief fixed December 16 at 9:00 am for surrender of the Pakistani troops.

Palestinian aid conference aims to bolster Abbas

Reuters, Paris

France hosts an international aid conference on Monday to raise funds for the Western-backed Palestinian Authority and strengthen President Mahmoud Abbas against Hamas Islamists as he negotiates peace with Israel.

The one-day meeting is the financial sequel to last month's U.S.-sponsored Annapolis conference at which formal peace talks were launched with a view to brokering a deal on Palestinian statehood by the end of 2008.
But with Israeli checkpoints stifling economic development in the West Bank and Abbas's Fatah locked in a power struggle with Hamas, which took Gaza by force in June, there are doubts about how effective the donors' aid will be.
