Niazi Surrenders Happiest moment For a liberated nation

Samir Kanti Barua

Today is the 16th December, the day for the final victory in the Liberation War against vicious Pakistani occupation forces.
On this day,   Bangladesh emerged as an independent country in the world map after ending nine months bloody struggle against brutal Pak forces
On this day, the Pakistan army surrender to the joint command of Bangladesh and Indian forces at Ramna Race Course . The instrument of surrender singed by Lieutenant General  AAK Niazai, Martial  Law administrator zone B and commander, eastren command(Pakistan)  and Lt. Gen. Jagjit Singh Arura , General officer  commanding in chief , India and Bangladesh forces in eastern theatre , is as follows
“ The Pakistan eastern command agrees o surrender all Pakistan armed forces in Bangladesh to Lt Gen, Jagjit Singh Arua General Officer commanding in chief of the Indian and Bangladesh forces in the Eastern theatre. This surrender includes all Pakistan land, air and  naval forces and civil armed forces. These forces will lay down their arms, and surrender at the places where they are currently  located  to the nearest regular troops under the command of Lt. Gen Jagjit Singh Arura . The Pakistan eastern commander shall come under the orders of Lt Gen. Jagjit Sing Arura as soon as this instrument has been signed. Disobedience of orders will be regarded as a breach of surrender terms and will be dealt with in accordance with the accepted laws and uses of war . The decision of Lt. Gen. Arura will be final , should any doubt arise as to the meaning or interpretation of surrender terms . Lt. Gen  Jogjit Singh Arura gives a solemn assurance that personal who surrender  shall be treated with dignity and respect that soldiers are entitled to in accordance with the provisions of Geneva convention and guarantees the safety  and well  being of all Pakistani military and para military forces who surrender . Protections will be provided to the foreign national, ethnic minorities and personnel of West Pakistan origin by the forces of under command of Lt Gen. Jagjit Sing Arura
The instrument of surrender was signed at 4:31 pm at Dhaka Race course.
Dhaka went wild with joy. The nearly mad euphoria of the crowd was a catharsis of months of fear and horror . Some of the scenes , as the citizens of Bangladesh celebrated their independence and hailed  the Indian troops entry into Dhaka , must have bordered in the comical .
According to book “ Contribution of India in the War of Liberation of Bangladesh “ at its “Surrender at Dhaka  chapter by Salam Azad wrote “ it is difficult to visualize General Aurora being hoisted to the shoulders of the crowd and carried from the Race Course in this unusual  mode of transport for a senior officer of General Nagra standing on the hood of his jeep joining in the crowd’s jubilant chanting of Joy Bangla.
It is delightful to contemplate the idea of burley , turbaned Sikhs being hugged , kissed and profusely garlanded by Bengalies and tough Gorkas , receiving the same treatment , marching with    flowers heaped on their hats and decorating the barrels of their rifles .
Flowers cascaded with from rooftops on the dancing crowds below. If happiness can be measured in tons of expended marigolds.  Dhaka must that day have been the happiest and most auspicious city in the history.

‘Bali Roadmap’ for climate negotiations’

AP, Bali

The "Bali Roadmap" for new climatenegotiations leads to one address and one  date: 1600 Pennsylvania Ave. and Jan. 20, 2009.
That's when a new occupant of the White House will be sworn into office, and when a fresh U.S. team, with what many expect to be a new attitude, will take up the negotiating mandate issued here Saturday at the end of the two-week U.N. climate conference. For seven years, these annual sessions have witnessed a long-running diplomatic feud between the U.S. administration of President George W. Bush, dead set against international obligations for industrial nations to cut greenhouse-gas emissions, and most of the rest of the world, which favors them.

US senate okayed $ 189b for Iraq, Afghanistan war

AP, Washington

President George W. Bush appealed to the U.S. Congress on Saturday to give him real cash for the wars in Iraq and Afghanistan, not just a pledge to fund the troops. "A congressional promise - even if enacted - does not pay the bills," Bush said in his weekly radio address. "It is time for Congress to provide our troops with actual funding."
The broadcast is the president's latest shot in a battle the White House is having with Congress over spending bills.
The Senate on Friday passed a defense policy bill for the 2008 budget year. It authorizes US$696 billion (euro480 billion) in military spending, including US$189 billion (euro130 billion) for the wars in Iraq and Afghanistan. But it does not actually send any money to the Pentagon.
